Sister plot

When Susan becomes a widow, she can no longer properly care for her rebellious delinquent teenage daughter Niki. She asks her son Billy to take over the task of raising his younger sister. Well-meaning Billy tries his own methods to keep Niki in line, but soon finds himself wondering what's best for her.
