Colonel Walton (John Hoyt) is the heavy-handed head of an institute for male juvenile delinquents. He is indirectly blamed for the deaths of two teenagers and he is replaced by the much milder Dr. Paul Furman. Furman rejects the old rulebook when he decides that girls can be placed in his facility in addition to boys.
