Navy Reserve Officer Gibson Pardee rules with a heavy hand as Coast Guard Commander in the Port of Los Angeles. His assistant and best friend is Marshall Walker who is confined to a wheelchair. One day, their worst fears come true: the captain of a ship announces that he is carrying an atomic bomb that could be detonated at any moment by the communists.
