A fire in a neglected residential building injures young Joey Rogers. Wealthy passer-by Peter Cortlant rushes Joey and his attractive older sister Mary to the hospital, and he pays the penniless family's medical bills. Only later does Peter learn that the residential barracks belong to one of his real estate companies. Faced with his own unintended complicity in the deaths and injuries caused by the fire and with his growing affection for Mary, Peter plans to demolish the barracks to build decent and affordable housing.
