La Colonia Penal plot
A journalist arrives on the imaginary Latin American island of Captiva, where most people wear uniforms, speak several languages flawlessly, and are ruled by an erratic, dictatorial president. The island was formerly a prisoner colony of Ecuador, then occupied by the Americas, then fought its way free, and then became a prisoner colony again. Ultimately, the country was accepted by the United Nations as a new, experimental community. Now that the journalist is here, the president is wary and fears a bad report from his country.
