Police Corporal Kankichi Ryotsu has good intentions, but only causes trouble. His colleagues Reiko and Kenichi are constantly frustrated and Sergeant Ohara always wonders when Ryotsu is causing new problems. One day, Ryotsu runs into Momoko, a woman he used to have a crush on in elementary school. The police commissioner's daughter is kidnapped and Ryotsu discovers that Momoko is suspected of having something to do with it. He decides to save her and starts working on the case.
