Keisatsukan plot

Inexperienced police officer Itami stops a man during a routine check and discovers that this is his schoolmate from his old high school. He learns that he is now a man of fortune and that he only plays golf and does fun things. What he pays for all this he keeps in the middle. Itami doesn't trust it and suspects his old friend of being a gangster. This puts him in a moral dilemma.
