Dung Hau Tung Kin Wah Fat Lok plot

Twenty-three underage boys are locked up in a prison in Hong Kong. Because they are minors, they cannot face a trial and must wait for the Queen of England to issue a verdict. Unfortunately, that procedure takes endlessly, and when the boys are still in prison twenty years later, a number of volunteers form a committee to help the prisoners.
