At the end of 2010, the director Zhang Zanbo received a call from a former classmate. The two, who had not seen each other in twelve years, turned out to have taken very different paths in life. He is the critical independent filmmaker, his classmate had made a career in the Communist Party - he was about to become mayor of their hometown. The classmate turns out to be very talkative and tells startling stories about his work for the government. He explains what an 'interceptor' is: a civil servant who must use all possible means to prevent citizens from seeking justice. The classmate turns out to be an 'interceptor'.
