Umi-tori Shimokita Hanto Hamasekine plot

Documentary about a fishing village in the Tohoku region, in the northeast of Japan's largest island. The livelihoods of the fishermen in the village are threatened when the government comes up with a new nuclear energy policy. The fishermen therefore form a protest movement against the plans of the government. However, in this documentary filmmaker Tsuchimoto does not focus on the struggle between the protest movement and the government, but rather on the disagreement that takes place within the movement itself.
