This documentary tells the story of Michael Dowd. Dowd is pretty much known as the nastiest cop in New York history. In the 1980s, he patrolled the streets of one of the toughest precincts in Brooklyn. He was also the leader of a ruthless criminal network that stole money and drugs. This eventually led to the biggest corruption scandal the city has ever known.
