Staatsinrichting 3/13 UIP R.T. plot

Short documentary about the penal institution 3/13 UIP RT in the republic of Tajikistan where more than half of the female inmates are innocent. Filmmaker Elsbeth Dijkstra filmed the women and tells their story. How they took the punishment of their son out of maternal love or how she spared a husband captivity because he promised to provide for the family for the rest of his life. The offenses are hardly proportionate to the punishment: one year in prison is for stealing a dressing gown and stealing a cow costs three years of freedom. In addition to the prisoners, the director also speaks. Her policy is to re-educate the ladies as if they were her own children. Moralistic poems on the walls should bring women to repentance. The women prefer to pin their hopes on a new law that grants amnesty to lighter sentences and mothers with children.
