Het Wij Volk plot

Rinus Vos, a former trader, has converted his former storage, a huge houseboat, into a homeless boat. The reason was the freezing to death of a homeless person. Often the benefits of the residents are deposited into his account. He withholds ten euros per night from that. In fact, he can't make ends meet and the debts are mounting. If high penalties are imposed on him because the drain is not connected to the sewerage system, he is forced to ask for help from the municipality. His way of working there appears to be incompatible with the requirements that official bodies set for a reception.
