The “No Child Left Behind Act” was created to raise the academic standard of American students by setting standardized goals nationwide and holding states, districts and schools accountable for achievement. Achieving these goals is a daunting task for urban schools in poverty-stricken areas. In addition, many schools now face the possibility of being taken over by the state and even closed. At Baltimore's Frederick Douglass High School, expectations raised by the law have reached a critical point.
