Hacking Democracy plot

"Is voting controlled by 100 million voters or one guy sitting in his grandmothers basement?"

This documentary shows how vulnerable computers are, the same computers that make up 80% of all votes in city, state and federal elections. When people say that the votes are not safe, is it also saying that democracy is not safe? What if it turns out that Al Gore has received negative votes in certain states? What if it turns out that the companies that make and supply the voting computers are unwilling and unable to provide guarantees? What if it turns out that a governor of a state has an interest in one of those voting computer companies that "runs" the elections in his state?
