More than 20 million people live in Mexico City and its vast metropolitan area. The city's wastewater system is old and congested. The threat of flooding from clogged sewers and pipes is constant. There are a few rare divers who are willing to dive to the bottom of the sewer tunnels to inspect them for potential obstacles. David is such a diver.
