"Define "victory" ..."

To fight the Taliban, America has pumped Afghanistan full of military aid. The American training unit in Herat is to turn the 207th Corps into a modern and professional army. An armed force capable of providing protection, stability, peace and justice to a badly damaged country. It soon becomes apparent that producing such an army requires the right people. The Afghans and Americans are dependent on each other and appear to have more similarities than expected. But building up the army is difficult: 80% of the soldiers are illiterate, most have entered the service because of the salary and are therefore unmotivated and the weapons are poor. In addition, the enemy is dangerous and elusive. America has invested hundreds of billions and time is ticking. Can you create a professional army in a few years?
