In Liverpool, Police Sergeant Jack Truman has been recruited by the Youth Department. He has to receive and guide youngsters and young criminals in the city, before they later end up in major crime. Truman has to deal with the street gang of the young and persistent criminal Johnnie Murphy. Truman can't seem to get a hold of Johnnie. Things get more complicated for Truman when he falls in love with Johnny's young sister Catherine "Cathie" Murphy.
