Shocked by the situation at San Quentin Prison in California, aging director Clinton T. Duffy, supported by his wife Gladys, introduces a series of reforms. Some of Duffy's first acts include abolishing solitary confinement, appointing Anne Halsey as a female nurse, stopping being a snitch for the police, and establishing a code of honor. However, these innovations bring Duffy into conflict with conservative law enforcement.
