"Justice is a deal."
A serial killer preys on schoolchildren and after five victims, even the president gets involved. When the only suspect is killed, the pressure on the police mounts. Police officer Choi Cheol-Gi sees this case as the last chance for promotion, which he was never granted despite his record. He makes a deal with gangster Jang Suk-Gu to trap a possible suspect. This brings him into conflict with prosecutor Joo-Yang, whose sponsor is this suspect. Gradually, the shadowy backroom jousting becomes more important than the search for the killer.
