The film tells the story of a diverse group of people brought together in Norfolk to make a British propaganda film. A forgotten actor from the silent film era, a copywriter for the Ministry of Information, a costume maker for Madam Tussauds and a military advisor turned caterer. Together, they must tell the unlikely story of two women in a rowboat who set out for Dunkirk on a rescue mission.
