Te'alat Blaumilch plot
An escaped mental patient steals a jackhammer and breaks into Tel Aviv's main street. He wants to dig a canal right through the city. Because of the mess in the administration of the Tel Aviv Municipality, everyone thinks this is just the intention, and no one is trying to stop him. He even gets help from the police.
