"HOWL-ARIOUS HI-JINKS IN AMERICA'S NO. 1 BOOM TOWN!"
Schoolteacher Philip McCooley returns home to discover that his daughter Virginia has dropped out of school so that the family can move to San Diego and Philip can present his new invention, a lifeboat, to the International Research Bureau (IRB). Due to the enormous housing shortage in San Diego, they buy a dilapidated house with the help of Philips savings as a down payment. When Philip learns that his invention may not be accepted by the IRB, Virginia tries to convince the owner to fund the project.
