Karnavalnaya Noch plot

Serafim Ivanovich Ogurtsov has been appointed as the new chief of the Cultural Bureau in Moscow. His first job is to organize a big New Year's concert. However, Ogurtsov has not been appointed because of his great cultural creativity and the concert threatens to become a dull affair, until some young amateur actors decide to spice up the concert.
