Der König von Köln plot

A simple employee of the public works department of the city of Cologne becomes the plaything of a real estate millionaire who wants to get a piece of the cake from a major construction project. Before he realizes it, the man finds out that it is quite nice to be in the twilight. However, he feels the hot breath of the dish on his neck and will soon have to decide which side he wants to be on.
