A French gentleman on the beach in Zandvoort is surprised by the rising water. He takes them off to keep his pants dry. Shocked by this inappropriate behavior, he is chased on the beach and across Zandvoort by a police officer, half of the village and other bathers. When he is arrested, a parade spontaneously ensues.
