"Who Says You Can't Fight City Hall?"
Colonel Effingham has retired and returns to the town, which seems to have no interest in politics. He thinks this is a shame, and states that they must have forgotten how important the town has been in history. It is clear that the retired soldier has not yet found his peace, because he takes his strategic view of his cousin's household and starts writing columns in which he points out abuses in local politics.
