A marriage certificate officer prides himself on the fact that not one of the couples he has licensed has divorced during his 20-year career. A reporter learns of his record and writes an article, flooding the small town office with engaged couples. The reporter then nominates him for mayor, calling him "Lucky License." Meanwhile, his political rivals try to frame him.
