"The Lightning Strikes! A half-crazed devil terrorizes the world with a mysterious thunderbolt that brings devastation to all it touches."

The masked villain 'The Lightning' wants to conquer the world with electric weapons. Marines Lieutenant Tom Grayson and Lieutenant Frank Corby are tasked with taking out The Lightning, but this does not appear to be an easy mission, as The Lighning's true identity is unknown and he has modern and sophisticated electronics.
