Skippy, the son of wealthy madam and doctor Herbert Skinner, stands by his poor friend Sooky Wayne, who lives in a poor neighborhood with his ailing mother, through thick and thin. The Boone Boys, a boys' club that charges $30 to join and wears uniforms that Sooky admires, refuse to let him in because he's poor. Sooky and Skippy then form their own club under the name Beagle Boys. Sidney Saunders, whose father is competing with Herbert Skinner for mayor, is the leader of the Boone Boys and he constantly teases Sooky.
