An inspector has just started his new post at a police station in Osaka. He befriends the boss of a yakuza gang and falls in love with his younger sister. He lends a hand to the yakuza boss in a war with a rival gang and learns of secret links between a former police chief, now bank manager, and the top bosses of the local police apparatus. When his friend is murdered by a yakuza from the other gang, the inspector himself becomes embroiled in the violent gang war...
