Lieutenant Cotter is left behind in Vietnam and falls into the clutches of Mittovich, a KGB officer, who uses Cotter as a test animal. Cotter gets a chip, which makes him a terrible killing machine. His fellow Lieutenant Sanders tries to stop him.
