"Don't think, feel!"
The cool, ruthless Todoroki, boss of the Sukiyakai gang, tells Hiura that he is adopting him as a son. Reiji becomes the second commander of Hiura's new sub-gang. That seems like cause for celebration, but the Dragon Skulls threaten Todoroki's territory. Undercover agent Reiji goes on a new mission. He wants to get the Chinese gang the Dragon Skulls. Elite police officer Shinya, meanwhile, hunts down Reiji and wants to arrest him.
