"Ruthless ruler of a city of Shadows!"

Violence and death are rampant in New York's Chinese sector. But one man, Chang Ling, and his daughter, Dr. Mary Ling, resist the blackmailers and try to free their oppressed neighbors. Gang leader Frank Baturin is shot, but he is saved by an operation by Dr. Mary Ling. The blackmailer then goes in search of whoever tried to kill him with the aim of taking over the gang.
