Hakone Fûunroku plot

Three hundred years ago, rice could not be grown in Mishima, the region east of Hakone, because of a shortage of water. Yozaemon Tomono, a merchant from Edo, takes charge of an ambitious plan: to dig a tunnel through the mountains to Lake Hakone. This project is started by having farmers work in turn. The government feels its prestige tarnished if an 'ordinary' man succeeds in doing something it never could and does everything in its power to sabotage the plan.
