"Destination: Washington D.C. Purpose: Nuclear Terrorism"

Terrorists hijack a nuclear submarine and demand $100 million from the US or else they'll blow the country up. Fortunately, there's James Carter (Dudikoff) who is not only an ex-Navy SEAL, but also designed the submarine. Only he can sneak aboard and take out the bad guys.
