Computer Beach Party plot

Two friends fresh out of high school spend the summer 'skurfing': racing 'sail buggies' on the beach. When they learn that the city plans to annex their immaculate stretch of beach, the two decide to get to the bottom of it. Does it have something to do with the old gold coin one of them found in the sand? They hack into the computer of the town hall and discover that the mayor himself has bought the piece of land. He thinks there is a treasure of Spanish doubloons (gold coins) buried in the beach.
