Alex Garland is both writer and director for this one. The filmmaker has written and directed three movies previously - Ex Machina, Annihilation and Men - while he wrote the screenplays for 28 Days Later, Sunshine 28 Weeks Later, Never Let Me Go and Dredd.

What is the plot of Civil War?
The official synopsis reads:
'In the near future, a team of journalists travel across the United States during a rapidly escalating civil war that has engulfed the entire nation, struggling to survive during a near-future where the government has become a dystopian dictatorship and partisan extremist militias regularly commit political violence.'
According to Garland himself, it is "set at an indeterminate point in the future – just far enough ahead for me to add a conceit – and serves as a sci-fi allegory for our currently polarised predicament".
Garland, is, of course, referring to the delicate political climate in America, as over the past few years we've seen an all-out assault on the Capitol Building in Washington and accusations of election tampering, to name just a couple of incidents.

Why are Texas and California political allies in Civil War?
So, within Civil War, Texas and California are actually allies in the West which is interesting considering they are arguably at opposing ends of the political spectrum. Texas is notoriously Republican, while California is historically Democrat.
Garland has commented on the alliance, but he doesn't plan on explaining it to the audience too much.
“That’s embedded in the film,” the director teased to Empire. “I tend not to spell things out in films. I sometimes feel overly spoon-fed by cinema, and so I probably just react against that. That question, why Texas and California, is a question that I want the audience to ask.”
