"Justice is blind... No more"

Tony Quinn is a prosecutor in a city where crime is rampant. When a crime boss blinds Tony with an acid, it seems that crime has won for good. But a miracle of modern science gives Tony the ability to see in the dark, just like a bat. Tony disguises himself as the 'Black Bat' to help balance Lady Justice's scales.
