Television reporter Kate Ryan de Melendez stumbles upon a political conspiracy during Puerto Rico's 1978 elections when two college students, led by Jesus Fuentes, are killed in a gunfight. However, the governor spreads the word that the army has killed a group of terrorists. FBI Agent Frank Curtin's meddling makes her suspicious and makes her question whether the dead men were indeed terrorists or innocent students.
