"Where it all began..."
After a failed suicide attempt, Deputy Commissioner Agnel Wilson (Randeep Hooda) tells the story of the Godfather-esque Mirza (Ajay Devgn), the man who arrives in Mumbai shortly after India's independence as a penniless orphan and quickly advances in life as a career within the underworld. Always attentive to the needs of the people, the city is at his feet and he is fondly referred to as "Sultan". His deep love affair with the beautiful Bollywood star Rehana (Kangana Ranaut) further increases his popularity. Attempts by Wilson to break the Sultan's power come to nothing. But in bringing in the almost unruly Shoaib (Emraan Hashmi), son of police inspector Khan (Asif Basra), Mirza makes a crucial error of judgment in his organization.
