A serial killer is plaguing the city. Detective Billie Palmer (Alison Eastwood) leads the investigation. For Billie, it's a personal struggle. Twenty years ago, her mother was murdered before her very eyes. Since then, she has done everything she can to wipe killers off the streets. But sometimes she goes too far. When she puts a suspect in the hospital, she gets a suspension. But Billie can't let go of the investigation, because the serial killer seems to be playing a game with her...
