"Teeming Drama of the City's Waterfront"
Detective Bill Keating investigates a shooting in which dock worker Solly Pitts was seriously injured. Solly has told his wife that Eddie Cook is behind the shooting, but refuses to make a formal statement. Bill needs other witnesses to prove the case. When he begins to publicly question Solly's colleagues, he soon realizes that the men are trying to cover up the case and that the charismatic but wily Al Dahlke has a big finger in the pie. However, without hard evidence, Bill cannot put an end to corruption in the harbor.
