Bombolini is a worthless drunk in a small Italian town, Santa Vittoria, during the final days of the war. When rumored that the fascist government has surrendered, he climbs a water tower to remove the flag. But he no longer dares to go down and the people who have now gathered chant his name to give him confidence. The fascist city council hears about this and thinks he is the new leader of the village. They free him from the tower and make him the new mayor. This gives him a lot of confidence and when he learns that the Germans want to steal the wine stock, he comes up with a plan...
