A curious group of friends sneak into an abandoned factory that used to pickle spinach. They have heard of the old legend of the Sailor, who is said to still visit the factory and the local harbor. They plan to make a documentary about this, but are skeptical about this legend. However, they will soon discover that this Popeye actually exists.

Popeye: The Slayer Man dutifully follows the latest trend of using childish characters and presenting them as killers in slasher films. Fortunately, director Robert Michael Ryan uses plenty of practical effects, making the murders quite blunt and gory. This partially compensates for the cheap look of Popeye and the utterly uninteresting characters, but not enough to keep the film consistently captivating. Furthermore, the location choices are rather dull, and visually, the director's chair doesn't do much with the concept, but when it comes to slashing, they've done much worse in the past.
