Waltair Veerayya, a notorious fisherman-smuggler from Vizag, needs money to fight a lawsuit. He is approached by police officer Seethapathi, who tells him about Solomon Caesar, a notorious drug kingpin who escaped from intelligence custody after killing multiple police officers. Seethapathi, who was responsible for Caesor's imprisonment, has been suspended. He asks Veerayya to extradite Caesar to India in exchange for money. Veerayya accepts the assignment and travels to Malaysia with his friends and Seethapathi's brother-in-law. There they devise a plan to capture him.
