1995. China has already completed 43 nuclear tests while India has only done 1 peaceful nuclear test. India is under immense pressure from Western countries, Pakistan and China. The prime minister and a number of government leaders meet and discuss alternatives to deal with China's power show. Ashwath proposes a plan to conduct nuclear tests but is ridiculed by some ministers. The PMO secretary presents a half-finished plan to the prime minister and decides to go ahead with the test. The plan fails, Ashwath is blamed and fired. Three years later in 1998, a new prime minister came to power. Ashwath now lives in Mussoorie to teach IAS aspirants. He receives an offer to teach at the University of Delhi, which has been tasked by the new PMO secretary to investigate the 1995 failure...
