In the future, most of the land on Earth will be under water. The only piece of land not yet under water is ruled by a warlord. It's actually stupid that I keep getting tempted to watch this kind of crap. Even though Empire of the Sharks is really bad even in the weak subgenre it belongs to.
A kind of Waterworld meets Jaws, although the focus is largely not on the sharks and they are more or less extras. Everything else is boring and uninteresting. Bad characters, weak acting, little action. And that single CGI shark and weak CGI kill certainly can't save the day.
