Psychopath James Whitley kidnaps four boys who all live in the same village. But when the boys manage to escape, Whitley is arrested. He is convicted and given a long prison term. Twenty years later, Whitley manages to escape during a prison fire. Detective Larson - who was a victim of Whitley in his youth - does everything he can to get him back behind bars.
