Novaya Zemlya plot

Sometime in the future: the death penalty has been abolished worldwide. As a result, crime is rising and prisons are overcrowded. As a solution, the world government decides to let the criminals experimentally colonize a deserted and inhospitable island. However, the experiment gets out of hand when famine leads to cannibalism.
